Public performances

The Norrbotten Region applies the one percent rule for new construction and renovations throughout the county. This means that one percent of the construction cost is allocated for artistic design.

Here you will find comprehensive information about our procedures and processes regarding public art. Our work is always based on current laws, guidelines and industry practices.

Roles and responsibilities

  • The art developer is responsible, together with any project managers, for driving and coordinating the design processes.

  • The Art Resource Center and the Art Consultant support the development of public art projects in dialogue with other actors and funders.
    They also participate in certain design assignments as jury members, experts or process support.

Announcements

For new design assignments, an Open Call is conducted where professional artists can register their interest. At this stage, neither sketches nor formulated ideas are requested. The process is transparent and is based on the skills of several assessors. We strive to reflect a broad cross-section of the contemporary art scene and that the works created are well integrated into their environment.

Confidentiality applies until a decision on a design assignment has been made.

We strive for a broad representation of artists in terms of diversity, materials, expressions and techniques.

Three-step selection process

  1. Interest Signup – professional artists register their interest via the call.

  2. Jury evaluation – a jury of experts in the field makes assessments. Representatives from various businesses, the art field and clients usually participate in the decision.

  3. Sketch assignment and decision – two or more artists are invited to carry out a sketch assignment. After assessment, one artist is selected to receive the final design assignment. Confidentiality also applies here until a decision is made.

FAQ - frequently asked questions

  • You must be a professional artist but do not need to have a sole proprietorship or company.

  • You must be able to invoice according to current tax regulations if you are awarded the assignment, for example by being approved for F-tax (sole proprietorship or company). If you are offered a sketch assignment, you need to inform us of how you plan to invoice before we sign an agreement. This ensures that the assignment can be handled according to current regulations.

Yes, in your expression of interest you can fill in information about co-applicants.

All calls for proposals are published on the Utveckla Norrbotten website.

The expressions of interest that come in through our calls are first assessed by the Norrbotten Region's Department of Art, in close collaboration with a jury. The jury then decides which artists are invited to the sketch assignment. The artists' names are only made public when a decision on the design assignment has been made - until then, confidentiality prevails.

If you have registered your interest in a call for proposals, you will be notified by email when the selection has been made. Information about assigned assignments will also be published on our channels.
