The Infrastructure for Lifelong Learning Project

Background

The demands of the knowledge society and the rapid pace of change in the labor market place great demands on the ability of individuals and organizations to adapt. The need for continuing education, further training and career change is great, not least in Norrbotten, where long distances and demographic challenges affect access to education and skills development. 

Purpose

The Infrastructure for Lifelong Learning project aims to create conditions for sustainable and equal structures for education and skills development throughout Norrbotten. By strengthening cooperation between municipalities, learning centers, Luleå University of Technology and Region Norrbotten, access to higher education and lifelong learning will be improved regardless of where in the county you live.  

Project objectives 

  • The project aims to build a sustainable infrastructure for lifelong learning in Norrbotten by: 
  • Create and anchor regional and local collaboration structures in Norrbotten.  
  • Develop learning centers as multifunctional hubs for skills provision, education and community development. 
  • Strengthen regional collaboration between learning centers through networks, exchange of experiences and joint development efforts. 
  • Contribute to gender equality and equity in access to education through surveys and analyses of participating groups. 

Long-term effects 

  • A cohesive and sustainable structure for lifelong learning throughout Norrbotten. 
  • A strengthened role for learning centers as local hubs where employers, education providers and students meet. 
  • In-depth strategic collaboration between municipalities, regions and universities regarding skills supply. 
  • More equal and flexible educational opportunities for residents, regardless of gender, background or place of residence. 
  • A more attractive Norrbotten for both current and future residents and employers. 

Who are our collaboration partners? 

Norrbotten Municipalities, Luleå University of Technology, Lapland Learning Center and Arvidsjaur Learning Center. 

Project period 

The Infrastructure for Lifelong Learning project is a two-year project, January 6, 2025 – December 31, 2026. 

Who is financing the project? 

The project's budget is 9,9 million SEK and is co-financed by the Swedish Agency for Economic and Regional Growth, the municipalities of Norrbotten and Region Norrbotten, which are the project owners.
