Competence needs – the 8 steps
This overview shows our current situation – and the steps we need to take to build knowledge, strengthen matching and secure future competence. We have divided it into eight areas. Together they provide a holistic picture to start from – to understand, collaborate and act.

- The need for skills is increasing
The demand for labor is growing throughout the region. - We need more people and matched skills
There are too few of us from Norrbotten to meet the needs. There is a lack of in-demand skills. - Mapping, facts and forecasts as a basis
We map employers' actual needs and analyze forecasts. A reliable knowledge base reduces the risk of incorrect decisions and misprioritization. - Data-driven and accessible
The data should be open, shareable and usable – for smart planning, joint initiatives and future projects. - Matching needs
Individuals' skills need to match the needs of the business and public sectors to a greater extent. - Balance between supply and demand
The employer's needs are in focus and the results guide efforts within population supply and educational planning. - Shared responsibility – collaboration
No actor can solve this alone, there needs to be shared responsibility and power through collaboration. - Priority actions
Actors working for the county's skills supply can use the results to prioritize support and initiatives that help the county's employers.
