The work behind the County Transport Plan

The revision of the county transport plan for Norrbotten began in the autumn of 2024. The work has been carried out in dialogue with the county's municipalities, municipal associations and other relevant stakeholders who use or are affected by the regional transport infrastructure.

The county transport plan has been developed in coordination with the national plan for transport infrastructure, which the Swedish Transport Administration is working on during the same period.

Referral and consultation

The proposal for the County Transport Plan 2026–2037 was for consultation during the period 16 June–17 October 2025. The consultation was directed to authorities, municipalities and other relevant stakeholders.

Prior to the referral, consultations were also carried out with Sami representatives who had expressed interest, in accordance with applicable consultation processes.

Dialogues with municipalities

The dialogues with the municipalities formed an important basis for the work of developing the proposal for the county transport plan.

During the autumn of 2024, Region Norrbotten held dialogue meetings to gather knowledge about the municipalities' development plans and needs. 13 of the county's 14 municipalities participated in dialogue meetings.

All municipalities were also given the opportunity to submit comments through a written questionnaire, which formed an important basis for the work on the plan.

Shortcomings and need for action

Identified shortcomings and needs in the county's transport system have been compiled into a joint planning document.
