Infrastructure planning

The Norrbotten Region has been tasked by the government with planning for investments in the regional infrastructure. The Swedish Transport Administration carries out measures decided by the government.

The infrastructure in Norrbotten consists of, among other things, railways, national and regional roads and cycle paths along the national and regional road network. Responsibility for the infrastructure is divided between several different actors and levels, which means that infrastructure planning needs to be done in collaboration with others. The Swedish Transport Administration is responsible for national infrastructure planning, Region Norrbotten for regional planning and the municipalities in the county for local planning. 

  • In the national plan, the state plans for investments in railways and national roads, which in Norrbotten are our European routes, E4, E10 and E45. The plan also includes investments linked to shipping and aviation as well as the operation and maintenance of all modes of transport.

  • In the regional plan, County transport plan, Region Norrbotten plans investment measures on the regional state road network. These include cycle paths, public transport measures and measures aimed at improving capacity and safety. In addition, the plan can co-finance both municipal and national infrastructure measures as well as private roads. County Transport Plan 2022-2033

The National Transport Plan and the County Transport Plan are adopted in parallel processes. Together, the two plans contain all infrastructure investments that affect Norrbotten. The municipalities are responsible for municipal streets and cycle paths within urban areas. The County Transport Plan provides the opportunity to co-finance investments in the municipal road network.
