Work Package 3 - Sustainable Land Allocation Process

House builders working on construction site.
About the work
To cope with the green transition in Norrbotten, thousands of new housing opportunities are required. Where new housing production is required, the project wants to strengthen the conditions for planning, construction and management to be carried out with careful design, a long-term time perspective and circular principles. The activity focuses on the implementation of a national guide for sustainable land allocation, developed by RISE in collaboration with municipalities and other actors as a concrete tool for clear and appropriate sustainability requirements. The work package aims to test and adapt the guide in sharp land allocation processes within municipalities in Norrbotten, to investigate the benefits of an implementation.
The expected value is a deeper understanding of the guidance's conditions, opportunities and challenges in realizing expected benefits - increased predictability, efficiency and transparency in land allocation processes with an implementation of the guidance. This supports the dialogue between municipalities and construction actors towards clearer processes and requirements, as well as better matching between municipalities' sustainability intentions and construction actors' deliveries.
We are looking for municipalities that want to participate in the work
Right now, we welcome expressions of interest from municipalities in Norrbotten that have ongoing land allocations or that are continuously working with land allocation processes and want to strengthen their strategic work in the area.
