Program for development projects in Norrbotten

Here are the most common programs that Region Norrbotten co-finances.

Remember that the application for co-financing must be received by Region Norrbotten no later than the same day that the relevant EU call closes. 

The program will contribute to investments in regional growth and employment in Norrbotten and Västerbotten. The program focuses on: small and medium-sized enterprises, innovation, low-carbon economy, broadband and sustainable urban development. The Swedish Agency for Economic and Regional Development in Luleå is responsible for the program.

European Regional Development Fund (ERDF Upper Norrland)

ESF+ will strengthen and develop national labour market policy. The programme focuses on: skills supply, increasing transitions to work and the youth employment initiative. The ESF Council in Luleå is responsible for the programme.

European Social Fund Plus (ESF+ Upper Norrland

  • Interreg Aurora
    Aurora is a merger of the former Interreg Nord and Interreg Botnia-Atlantica.
    The program offers great opportunities for cross-border cooperation in northern Sweden, northern Finland, northern Norway and Sápmi. Aurora has specific cross-border funds allocated to develop Sami culture, business, research and Sami languages. The County Administrative Board of Norrbotten is responsible for the program.

EU program

EU programs can be divided into two categories, geographic and thematic programs.

Geographic programs are based on a specific area and are either regional or international, known as Interreg. 

  • Interreg Baltic Sea
    Interreg Baltic Sea Region is a transnational cooperation programme between the countries around the Baltic Sea. The overall objective of the programme is to strengthen territorial development and cooperation to promote a sustainable and innovative Baltic Sea region. The secretariat is located in Rostock, Germany. The Swedish contact point is the Swedish Agency for Economic and Regional Development. 
  • Northern Periphery and Arctic
    The Northern Periphery and the Arctic (NPA) is a transnational cooperation programme between the northernmost parts of Europe, the North Atlantic territories and the European Arctic. The programme aims to promote sustainable development in remote and sparsely populated areas. The secretariat is located in Copenhagen, Denmark. The Swedish contact point is Region Västerbotten.

The thematic programmes can also be called sectoral programmes. There are more thematic EU programmes than those listed below, these are selected with a focus on local and regional development.

  • Asylum, Migration and Integration Fund
    The purpose of the programme is to ensure a sustainable migration policy in accordance with the EU's common asylum and migration policy. The fund will safeguard the right to asylum, facilitate cross-border mobility, promote needs-based labour immigration and harness the development effects of migration.   • COSME
    The programme aims to strengthen the competitiveness of small and medium-sized enterprises in the EU through increased access to finance, business support and entrepreneurship. The Swedish Agency for Economic and Regional Development provides information and coordination for the programme in Sweden. European Commission website
  • Erasmus +
    The programme aims to promote international cooperation in education, youth and sport. The programme focuses on mobility, project cooperation and support for policy change. The National Contact Point for Education is The Swedish Council for Universities and Higher Education  and for youth and sports is responsible Agency for Youth and Civil Society Affairs.European Commission website
  • Connecting Europe Facility
    The programme aims to connect Europe's infrastructure by contributing to infrastructure investments to address missing links. The programme is divided into three sub-programmes: transport, energy and telecoms. Trafikverket is the national contact point for the transport sub-program. The Swedish Post and Telecommunications Agency is the national contact point for telecoms. There is no national contact point for energy.

  • Just Transition Fund
    The Just Transition Fund is an EU fund that aims to focus on the industries and regions with very high carbon emissions in the country to reduce emissions and tackle the challenges that come with the transition. The Swedish Agency for Economic and Regional Growth is responsible for the fund.

  • Creative Europe
    The aim of Creative Europe is to protect, develop and promote European cultural and linguistic diversity and European cultural heritage. The programme also aims to increase the competitiveness and economic potential of the cultural and creative sectors.The Swedish Arts Council and the Swedish Film Institute is the national contact point for the program.
