Our companies

Region Norrbotten owns several companies that contribute to the development of the county. The companies in turn collaborate with many other actors and create value in a way that we could not have done on our own.

Part of our task is to manage the ownership governance of the companies together with the companies' other owners. The work involves, among other things:

  • Responsible for owner and company dialogue
  • Designing ownership directives
  • Administering owner consultations
  • Conduct information and training activities

Wholly and partly owned companies

Below is a presentation of the companies that Region Norrbotten is a full or part owner of.

Almi Nord AB operates in Norrbotten and Västerbotten with the goal of strengthening the development of the region's business sector based on the region's needs and at the same time working towards sustainable growth. The operations will primarily be directed at entrepreneurs and companies with sustainable profitability and growth potential, so that small and medium-sized companies develop and become more numerous.

Almi AB, which is owned by the state, is the parent company of a group with regional subsidiaries and the subgroup Almi Invest. Almi Företagspartner Nord AB is one of these regional subsidiaries, which is owned 51 percent by the parent company. The remaining 49 percent is owned by Region Norrbotten and Region Västerbotten, with 24,5 percent each.

The company's mission is to be a regional incubator for support to entrepreneurs and potential growth companies. The operations cover the entire Norrbotten and Skellefteå.

Arctic Business Incubator AB (Arctic Business) is nine percent owned by Region Norrbotten. The other shareholders are LTU Holding AB, Norrlandsfonden, Luleå Municipality, Skellefteå Industrihus and Piteå Municipality.

Arctic Sweden Visitors Board is wholly owned by Region Norrbotten. On January 1, 2026, the company took over the operations from the economic association Swedish Lapland Visitors Board.

The company is a regional collaboration platform for the tourism industry in Norrbotten and its surrounding stakeholder system and will act as the entire county's DMMO - Destination Management and Marketing Organisation. The mission is to develop and market the destination and to support and promote the development of the industry in the long term.

Through direct and indirect efforts, the Arctic Sweden Visitors Board will contribute to increasing Norrbotten's national and international attractiveness and strengthening the destination's long-term resilience.

The company's focus and efforts primarily include:

  • Market development in the tourism industry
  • Destination marketing and attraction
  • Systematic exchange of knowledge
  • Destination and location development
  • Strategic regional development work.

The company's purpose is to contribute to the development of the tourism industry and coordinate efforts that create a sustainable and attractive destination for the benefit of everyone who lives, works, resides and visits Norrbotten.

BD Pop is a development company for popular music from Norrbotten with the task of supporting regional artists and music productions. BD Pop contributes with knowledge and contacts, personal and financial resources, with support or co-production efforts. We promote the regional music scene online and in the media, create contacts and build networks.

Region Norrbotten owns 55 percent of BD Pop AB. The other shareholders are the municipalities of Luleå, Piteå, Jokkmokk, Pajala, Älvsbyn, Överkalix and Övertorneå.

Energikontor Norr is an independent and non-profit organization that works with energy and climate issues at a local and regional level in an international perspective. 

The company coordinates the municipal energy and climate advice in Norrbotten and, in accordance with the EU's directive to regional energy offices, will work for increased use of renewable energy and energy-efficient and environmentally friendly technology. To achieve the goals, the company works with, among other things, information dissemination, skills development, networking, initiation and participation in energy and climate projects and compilation of regional and local statistics. 

Region Norrbotten owns 50 percent of Energikontor Norr AB. The other shareholders are the 14 municipalities in Norrbotten.

Filmpool Nord AB is a regional resource and production center for film and TV production. The company will contribute to the development of Norrbotten by supporting the regional film industry and interest in film and audiovisual production. The investments will also provide direct and indirect income to the county's business community.

The company's two main missions are to be a production center for feature films, audiovisual works and TV dramas and to be a regional resource center that involves, among other things, film pedagogy, children's and youth activities, talent development, digital development, screening and distribution of film and film cultural issues.

As a co-producer, the company will provide venture capital, financial and technical resources in short, documentary and feature films, audiovisual works and TV dramas and will also work to increase private capital investments. The company will also disseminate information and contribute expertise to the county's film workers and to the companies that plan and carry out productions in the county.

Region Norrbotten owns 31,6 percent of Filmpool Nord AB. The other shareholders are 13 of Norrbotten's municipalities.

Inera AB is a national company that contributes to the development of welfare by developing and managing digital services and shared infrastructure for health, care and social care. The company's services are used daily by residents and businesses throughout Sweden - where 1177 is a well-known example.

Inera AB is jointly owned by Sweden's municipalities and regions. Region Norrbotten owns 0,16 percent of the company. Other owners are SKR Företag and municipalities and regions in Sweden.

Investeringar i Norrbotten AB (Invest in Norrbotten) works to attract Swedish and foreign companies and investors to Norrbotten by spreading awareness and knowledge about business opportunities in the county. To do this, the company coordinates investment and establishment work in Norrbotten together with the county's municipalities.

The company has a close collaboration with Business Sweden, where Invest in Norrbotten is the regional representative for investment promotion measures.

Region Norrbotten owns 75,8 percent of Invest in Norrbotten. The other shareholders are 13 of Norrbotten's municipalities.

Informationsteknik i Norrbotten AB (IT Norrbotten) offers a county-wide fiber-based high-speed network to businesses and public services. The network contributes to both economic growth and to creating a greater diversity of services in Norrbotten. 

The company's mission is to manage and develop the county-wide fiber-based high-speed network and at the same time work to ensure that the network is put to practical use for business and public services. An important part of the operation is also to function as a catalyst for regional development and growth within the company's area of ​​operation and to act as the owners' extended arm in terms of coordination and client expertise.

Region Norrbotten owns 47 percent of IT Norrbotten. The other shareholders are the 14 municipalities in Norrbotten.

Region Norrbotten is a customer and member of Löf – The Regions' Mutual Insurance Company. Löf provides patient insurance that covers damages that arise in connection with regionally financed health, medical and dental care in Sweden.

Matlaget i Gällivare AB (Matlaget) produces and distributes food to Gällivare Municipality's operations and the hospital in Gällivare.

The Norrbotten Region owns ten percent of Matlaget, while Gällivare Municipality holds the remaining 90 percent of ownership.

Norrbotniabanan AB is working on the planned railway between Umeå and Luleå. The purpose of the company is to clearly highlight the seriousness of our commitment and ambition to implement the project and to give it a clear legal and organizational platform. 

The company is jointly owned by Region Norrbotten and Region Västerbotten and the municipalities of Umeå, Robertsfors, Skellefteå, Piteå, Luleå, Boden, Kalix and Haparanda.

Norrtåg operates passenger services in the four northernmost counties and works to establish a coherent system for regional daytime train services in northern Sweden. By connecting regions and towns, the conditions are created for new combinations of labor and housing markets to emerge.

The company was founded in 2008 and is jointly owned by Region Norrbotten, Region Västerbotten, Region Jämtland Härjedalen and the regional public transport authority in Västernorrland County. The transport is financed by the regions in the four northernmost counties as well as government funds and ticket revenues.
