The production

Region Norrbotten coordinates the work on the Norrbotten Strategy on behalf of the government. The strategy has been developed in close collaboration with stakeholders from across the county through a broad and inclusive process.

During the work, we have collected over 1,500 ideas and views. Together with current situation analyses, these have provided a comprehensive picture of the county's challenges and needs. This material formed the basis for the consultation proposal for the Norrbotten Strategy 2040. A total of 70 organizations submitted views on the proposal, which contributed to shaping the final strategy.

The Norrbotten Strategy 2040 was adopted on December 10, 2025 by the Regional Council.
