New plan for Norrbotten's competence, culture and competitiveness
Social transformation in north continues at record speed. Now the Region takes Norrbotten next step with a plan to meet challenges and take advantage of opportunities. The Regional Development Board's plan supplemented by investments in public education, culture and some of the Norrbotten Region's companies.

County is in the midst of a historic change makes places high demands on society and business.
– Development is a prerequisite for well-functioning welfare. With this plan, we continue our work for a long-term viable Norrbotten, says Janus Brandin, Regional Development Director.
The Regional Development Board's plan for 2026–2028 points out several important areas:

Attractive living environments and community planning. Create sustainable, carefully designed living environments and meeting places in both urban and rural areas.

Culture as a driving force for development. Strengthen the role of cultural life in society, with particular focus on children, young people and national minorities.

Public health and welfare. Reduce health gaps and promote equal health through collaboration between culture, healthcare and civil society.

Access to service throughout the county. Ensure commercial and public services, especially in sparsely populated areas, through digital solutions and collaboration.

Skills supply and lifelong learning. Develop flexible training formats, learning centers and validation to meet workforce needs.

Integration, diversity and equality. Promote immigration, inclusion and gender equality as keys to sustainable skills supply.

Innovation and smart specialization. Build strong regional innovation systems and focus on areas where Norrbotten has particular strengths.

Circular and sustainable economy. Promote bio-based, climate-friendly business models and digitalization for increased competitiveness.

Digitalization. Develop broadband, mobile networks and digital services for culture, welfare and business throughout the county.

Sustainable transport systems and mobility. Influence national and EU processes for rail, public transport and aviation and develop regional solutions.

FACTS: Budget for 2026
The financial framework for the work amounts to 513,8 million SEK for 2026. Investments are being made in the following areas, among others:

The grant to Norrbotten educational associations are increased by two ¥ million SEK, earmarked for initiatives aimed at folk high schools.

For 2026, an increase in the owner contribution will be carried out with two ¥ percent to BD Pop, Energikontor i Norr, Filmpool Nord and Investments in Norrbotten.

Filmpool Nord is also granted targeted support of 350,000 SEK to promote film cultural activities with a focus on children and young people.
Targeted cultural initiatives to strengthen and develop businesses in Norrbotten:

The Silver Museum is awarded an expanded operating grant of SEK 600,000.

Riksteatern Norrbotten receives a supplement of 900,000 kr.

Norrbotten Theatre get a list of activitiess support with just over 900,000 SEK, specifically aimed at strengthening the work within the children's theater center.
