New plan for Norrbotten's competence, culture and competitiveness
The social transformation in the north continues at record speed. Now the Norrbotten Region is taking the next step with a plan that will meet challenges and seize opportunities. The regional development committee's plan is complemented by investments in public education, culture and some of the Norrbotten Region's companies.
– Sustainable development is created together . Through collaboration, knowledge and co-creation, we are building an attractive Norrbotten where people want to live, work and grow, says Johannes Sundelin (S), chairman of the regional development committee.
The county is in the midst of a historic change that places high demands on society and business.
– Development is a prerequisite for well-functioning welfare. With this plan, we continue the work for a long-term viable Norrbotten, says Janus Brandin, Regional Development Director.
The Regional Development Board's plan for 2026–2028 identifies several important areas:

Attractive living environments and community planning . Create sustainable, carefully designed living environments and meeting places in both urban and rural areas.

Culture as a driving force for development. Strengthen the role of cultural life in society, with particular focus on children, young people and national minorities.

Public health and welfare . Reduce health gaps and promote equal health through collaboration between culture, healthcare and civil society.

Access to service throughout the county. Ensure commercial and public service, especially in rural areas, through digital solutions and collaboration.

Skills supply and lifelong learning. Develop flexible forms of education, learning centers and validation to meet workforce needs.

Integration, diversity and equality. Promote immigration, inclusion and equality as keys to sustainable skills supply.

Innovation and smart specialization. Build strong regional innovation systems and focus on areas where Norrbotten has particular strengths.

Circular and sustainable economy . Promote bio-based, climate-friendly business models and digitalization for increased competitiveness.

Digitalization. Develop broadband, mobile networks and digital services for culture, welfare and business throughout the county.

Sustainable transport systems and mobility . Influence national and EU processes for rail, public transport and aviation and develop regional solutions.

FACTS: Budget for 2026
The financial framework for the work amounts to SEK 513,8 million for 2026. Investments are being made in the following areas, among others:

The allocation to the Norrbotten Education Association is increased by two million SEK, earmarked for initiatives aimed at folk high schools.

Before 2026, an increase in the owner contribution by two percent will be carried out for BD Pop, Energikontor i Norr, Filmpool Nord and Investeringar i Norrbotten.

Filmpool Nord is also granted targeted support of SEK 350,000 to promote film cultural activities with a focus on children and young people.
Targeted cultural initiatives to strengthen and develop businesses in Norrbotten:

The Silver Museum is awarded an expanded operating grant of SEK 600,000.

The Norrbotten National Theatre receives a contribution of SEK 900,000 .

Norrbottensteatern will receive an increase in operating support of just over SEK 900,000 , specifically aimed at strengthening the work within the children's theater center.
