Norrbotten Region presents new cultural plan with workshop tools and gamification

Norrbotten's new cultural plan is being sent out together with workshop materials that will help municipalities, associations and cultural practitioners to turn words into action. - We want people to feel inspired and courageous, says Christine Hemdal Sandling, strategist, Region Norrbotten.

The new cultural plan is characterized by the green societal transformation in northern Sweden. It is reflected in the strategic development areas of designed living environment, cultural and creative industries, and digitalization.

– The new cultural plan points to the obviousness of culture. Cultural life can play a crucial role in attracting new people to work, live and work in Norrbotten, says Janus Brandin, regional development director and acting head of culture, Region Norrbotten.

Norrbotten's new cultural plan is being sent out to all the county's municipalities together with a workshop kit. This is material that can be used to start working on the plan immediately. The kit includes idea cards that will make it easier to see your assets and encourage new thinking. The idea for the mailing is based on the dialogues that led to the cultural plan. The dialogues showed that users felt a distance from the cultural plan of previous periods.

The plan is intended to be a tool for, for example, cultural associations, cultural practitioners and the Norrbotten Region's cultural promoters who are located around the county and, among other things, work with cultural practitioners.

– The cultural plan is developed through dialogues and is therefore a product of what the residents say about culture. We therefore believe that it should also be easier to make a reality of. The idea is that it should contribute to an understanding of what cultural policy is but also to help people see their own assets better. We want people to feel inspired and courageous after the workshop, says Christine Hemdal Sandling, strategist, Norrbotten Region.

The appearance of the cultural plan also differs from previous periods. The design incorporates elements from 90s video games, which aims to broaden the image of culture.

– We want to de-dramatize the word culture and get more people to want to take part in the cultural plan. Game development is also a cultural expression that Norrbotten is an important exporter of, says Hemdal Sandling.

The new cultural plan covers the period 2023–2026.

Norrbotten's cultural plan describes the development of cultural life that Region Norrbotten wants to work on in the coming years. The cultural plan is intended to contribute to achieving the national cultural policy goals and clarify Region Norrbotten's cultural policy. The work to implement the cultural plan takes place in dialogue and collaboration with authorities, municipalities and actors in the cultural areas that need to be developed. The cultural plan has also been developed through collaboration with Norrbotten's municipalities and in consultation with the county's professional cultural creators and civil society.
