The cultural collaboration model
Through the cultural collaboration model, government funds are distributed in consultation with us to our regional cultural activities to contribute to a rich cultural life throughout the county.
Through the cultural cooperation model, state funds from the Swedish Arts Council are distributed to us. We then distribute these to regional cultural activities based on our cultural plan. In addition to the state funds in the model, we and the municipalities contribute an additional part of the total financing of the activities.
This year, the Arts Council's allocation for state funds within the cultural collaboration model in Norrbotten is SEK 56, which is distributed by us to the areas of activity that fall within the regulation. See Regional Development Committee minutesl for decided distribution in 2024.

Cultural policy goals as a starting point
Funding within the cultural collaboration model is based on the national cultural policy goals, namely:
- Culture should be a dynamic, challenging and unbounded force with freedom of expression as its foundation.
- everyone should have the opportunity to participate in cultural life
- Creativity, diversity and artistic quality should characterize the development of society.
Our distribution of government funds will contribute to achieving national cultural policy goals and provide good access to seven cultural areas for the county's residents:
- professional theater, dance and music activities
- museum operations and museums' cultural environment work
- library activities and activities promoting reading and literature
- professional image and design activities
- regional individual archive operations
- film cultural activities
- promotion of handicrafts.
Regional cultural plans
All regions develop a cultural plan that describes the direction of regional cultural activities. The cultural plan is developed in dialogue with municipalities, civil society and professional cultural life in the region/county. The plan is normally three or four years and is supplemented in some cases by activity or action plans.
The cultural plans, together with an annual application from the region to the Swedish Arts Council, form the basis for the state operating grant to regional cultural activities. The board of the Swedish Arts Council makes a decision on the grant in January each year. The funds are paid in aggregate to the region, which is responsible for the distribution to the activities covered by the cultural plan.
Projects that have applied for and been granted regional development funds from the Swedish Arts Council must also have connections to the cultural plan.
Norrbotten's cultural plan
Our cultural plan describes the development we want to work on for the coming years. The cultural plan will contribute to achieving the national cultural policy goals and clarify the cultural policy of the Norrbotten Region.
